Secretary for Security visits local associations to gather opinions for 2027 Policy Address

MACAU, October 5 - The Secretary for Security, Mr Chan Tsz King, recently led a delegation comprising heads of various departments under his portfolio on a series of visits to local community organisations. During the meetings, Mr Chan affirmed that the community has long played a vital role in assisting the police in crime prevention and in safeguarding Macao’s safety and stability.

The associations visited by Mr Chan included: the Association of Returned Overseas Chinese Macau; the General Union of Neighbourhood Associations of Macau; the Women's General Association of Macau; the Macao Youth Federation; the Macao Chamber of Commerce; the Macau Economic and Livelihood Alliance; the Macao Federation of Trade Unions; the Macao Institution of People’s Alliance; and the Chinese Educators' Association of Macau.

Mr Chan expressed his gratitude to the associations for their long-standing attention to, and support for, the work of the security sector. He affirmed that his team would carefully study all feedback collected during the consultations and use it as an important reference in formulating the 2027 Policy Address, and in continuously improving security-related initiatives.

Representatives of the associations shared their views, including on: upholding national security and implementing the holistic approach to national security;  enhancing national security education to raise public awareness; optimising boundary control management and improving boundary-crossing efficiency; strengthening the civil protection system to boost disaster-response capabilities; preventing and combating emerging cyberfraud risks; enhancing early warnings on bank accounts suspected of involvement in fraud-related activities; and expanding general education campaigns on fraud prevention.

Topics discussed during the meetings also included: leveraging “smart technologies” to modernise policing; cracking down on illicit cross-boundary trafficking; advancing emergency response mechanisms for major fire incidents;  strengthening fire safety inspections in buildings; ensuring security at large-scale public events; promoting anti-drug education and advocacy; deepening community policing liaison mechanisms; continuing the development of the “Sky Eye” citywide electronic surveillance system; and ensuring a clean, efficient, and professional security force.

Mr Chan additionally said his Secretariat had, since May this year, been hosting tea receptions with community members, with a view to engaging directly with residents across various sectors. This initiative serves as a starting point for expanding diverse communication channels, allowing policymakers to understand better societal needs and ensure public security policies are aligned with the real-life expectations of citizens.

The 2027 policy directions for the security sector will uphold the Government’s principles of “people-centric governance” and “upholding integrity and innovation”, said the Secretary. Through various means, the sector will continue to harness the strength of community organisations and integrate public sentiment into policy planning.

Mr Chan outlined key focus areas for the security sector in 2027. They included: continuously strengthening the national security protection framework and improving related systems and mechanisms; taking the lead in drafting the overall national security education plan; supporting the integrated development of Macao and Hengqin by exploring the development of intelligent, next-generation boundary checkpoints; fully upgrading “smart policing” and enhancing auxiliary systems such as “Sky Eye”; and strengthening integrity management to build a disciplined, loyal, capable, and people-centric security force fit for the new era.

Also participating in the meetings were: the Commissioner-General of the Unitary Police Service, Mr Leong Man Cheong; the Director-General of the Macao Customs, Mr Adriano Marques Ho; the Chief of Office of the Secretary for Security, Ms Lam In Sang; and senior officials from the Judiciary Police, the Public Security Police Force, and the Fire Services Bureau, along with advisors from the Office of the Secretary.
